The Topmost qualified aspirant of the All Progressives Congress (APC), Revd Godwin Chukwuma Okonkwo
born on the 28th Day of April 1960, an indigene of Ekwulobia in Aguata
Local Government Area of Anambra State is calling on NDI-ANAMBRA to support him and his party for an inclusive governance and a more prosperous Anambra State.

The APC Governorship flag bearer is a seasoned Accountant with calm demeanor, but courageous and not self-
conceited. An administrator per excellence and a philanthropist whose love
knows no tribal or religious boundary.

Revd Godwin Chukwuma Okonkwo who has promised to take Anambra State to the mainstream of Nigerian politics through his political party, is a well respected personality in the oil and gas industry
because of his integrity and in-depth knowledge of the business sector.

A hardworking self-mover who believes that once the heart is willing, it
will drag the body and follows management problems beyond the frontiers
of tribe or religion to wherever solution can be found.

A defender of the poor and the helpless, a humble man who pays attention
to detail and knows the difference between speed and haste in execution
of policy directives.
He is a committed servant leader who will always do what needs to be done
for the overall interest of the organization or community without caring
who takes the credit for the good performance.
He retires from the services of the Nigerian National Petroleum Corporation
(NNPC) on the 12th of March 2020 as the Managing Director,
NNPC Capital.

CAREER LIFE/WORK EXPERIENCE

❖ Revd Godwin Chukwuma Okonkwo started work life as an Accountant about thirty-five (35) years ago
and have garnered very in-depth experience across various strata of
the Oil and Gas sector.

❖ Revd Okonkwo served his fatherland through the National Youth Service Corps (NYSC) at NTA, Ibadan (1984/85).

❖ His first port of call was Deloitte, Adetona Isichie & Co Chartered
Accountants in 1985.

❖ He later joined the services of NNPC in 1986 and have worked in various
capacities within the Finance & Accounts Directorate in and outside
the shores of Nigeria.

❖ In December 1991, Revd Chukwuma Okonkwo was deployed to NNPC London Office as the first
Accountant of the NNPC London Office.

❖ In 1997, he was redeployed to NNPC Paris Office in France as the
Accountant and later to become the Chief Accountant, NNPC London
Office.

❖ In 2000, he was redeployed back to Corporate Head Office, Abuja as
Deputy Manager, Credit Control (Covering).

❖ In 2001 Revd Okonkwo was redeployed to the Nigerian Petroleum Development
Company Limited (NPDC) to work with the Joint Project Team of
NPDC and Agip Energy and Natural Resources for OML 119 Feld
Development as the Project Finance and Accounts Coordinator.
❖ In 2005, after competitive stakeholder interviews, he joined Brass LNG
Limited as the Finance and Control Manager.

❖ In June 2009, Revd Chukwuma Okonkwo was appointed General Manager, Group General
Accounts and redeployed back to the NNPC Head Office Abuja.
There, he was in charge of the Group NNPC Financial Reporting.

❖ In 2012, he was redeployed to National Petroleum Investment
Management Services (NAPIMS) as General Manager Finance &
Accounts.

❖ As the Head of Finance, working under the Group General Manager
NAPIMS,Revd Okonkwo supervised the Federation’s Upstream investment in the
Joint Venture Operations (JVs) and Production Sharing Activities (PSCs)
with the International Oil Companies (IOCs) and the Indigenous
Companies.
❖ His tenure in NAPIMS will always be remembered by both NNPC staff
and the IOC JV Operators as well as PSC Contractors as a result of his
openness, independence of mind, decisiveness and understanding of
the business. As an accountant, and Head of NAPIMS Finance, Revd Okonkwo not
only brought respect and dignity to Finance & Accounts but chaired
about 80% of all the Joint Venture Operations Committee meetings
(OPCOMs) and the Production Sharing Contracts Management
Committee meetings (MACOMS) during my tenure. My fairness,
firmness, decisiveness and commitment earned me the title of “the
only chairman” amongst the JV partners and contractors.
❖ Before his appointment by the President, Commander-in-Chief of the
Armed Forces as the Managing Director, NNPC Capital, he has held
the following Management positions in NNPC:
❖ In 2015, he was appointed as the Group General
Manager, Finance by the President, Commander-in-Chief of the Armed
Forces. The main responsibilities includes Group Asset Register
maintenance, Budget and Projects performance monitoring, Capital
Allocation within the NNPC Group and External Funds Raising from both
domestic and international financial institutions to finance the Federation
investments in the oil and gas sector.
❖ In 2016, he was appointed the Group General Manager, Liabilities. His
core responsibility was to establish the actual indebtedness of NNPC
to both the Government of the Federation, third parties and to efficiently manage the exposure.

❖ In 2017, he was appointed the Group General Manager, Debt
Management Office and later that year by God’s grace, favour and
dint of hard-work coupled with exemplary leadership he was appointed and elevated
to the position of Managing Director, NNPC Capital, which he occupied
till 12th March 2020 when he retired from active Public Service at NNPC.
❖ Standing As the Managing Director NNPC Capital, Four Departments each
headed by a General Manager had to give him their reports. These are:
▪ General Manager, Federation Accounts,
▪ General Manager, Debt Management Office,
▪ General Manager, Capital Management, and
▪ General Manager, Budget and Projects.
As the Managing Director of NNPC Capital (NCAP), apart from being responsible for
the NNPC Group Asset Register maintenance, Monitoring of Budget and Projects
performance, the Debt Management Office and Optimal Capital Allocation within the
NNPC Group, he was also in charge of the Federation Accounts.

While on that position, he was able to have an overview and interaction, which made him supervised
the fiscal and revenue remittances of the Corporation into the Federation Account.He
was the NNPC representative at the Federation Accounts Allocation Committee
(FAAC) meetings and substantially liaised with the key Federal Government Agencies
and Personnel such as the Central Bank of Nigeria, the Department of Petroleum
Resources, the Federal Ministry of Finance, Budget and Planning, Revenue
Mobilisation Allocation and Fiscal Commission (RMAFC), Federal Inland Revenue
Service (FIRS), Office of the Auditor-General for the Federation and Office of the
Accountant General of the Federation.

His position also required and enabled him liaise with the various Committees of
the National Assembly, Governors’ Forum and the National Economic Council (NEC).

This privileged office perforce has positioned him to have a macro view of the Federal
Government, States and the Local Governments with their problems (fiscal and
financial). Which enabled him to better appreciate the problems of the three-tier of
Government, particularly in regards to Internal Revenue etc.
This conduct and supervision of the national resource allocation process and its
fundamentals considerably enriched his analytical tool kit, and further strengthened
experience garnered in matters relating to the three-tier of the Government of the
Federation.

HE SERVED AS A NON-EXECUTIVE BOARD MEMBER OF:

❖ Nigerian Gas Marketing Company Limited (NGMC), a subsidiary of
NNPC.
❖ Nigerian Pipeline Services Company Limited (NPSC) a subsidiary of
NNPC.
❖ He represented the GMD NNPC at the Nigeria Extractive Industries
Transparency Initiative (NEITI), NWSG Board.
❖ He serves in the capacity as part of the non-executive management of Abucoop
Micro Finance Bank, a Micro Finance Bank owned by the NNPC Staff
Cooperative Society (from 2011 to date).
❖ Chairman Board of Directors, GOSIFE Micro
Finance Bank of the Anglican Diocese of AGUATA which will commence
business in the near future.

He has distinguished himself in various capacities as he served humanity through
the Public Service and the extended society as a Priest in the Anglican
Communion.
